Just because the xbox 360 has the hdmi port in the back doesn't makes it a new model or the bundle pack that comes with the 2 free games, only way to tell which 360 comes with the new Falcon chip is to look at the manufacture sticker and hope it says something like 8-24-07, those models contain the new chips and new quieter benq drives.
The tv you mention, not sure if it can be use as a pc monitor too since you haven't provided a link to it but the tv i posted could be used as a pc monitor.

I personly wouldn't buy anything less then a 32" lcd hdtv but then again that's me, as im one of those people that has to have nice big screen tv's to wowed my friends and stuff with my 37" lcd in my bedroom and 42" in the living room.
As for 23" to 26" for a 200$ price difference, if it makes you happy then go for it just make sure the tv you're buying doesn't sucks.
