At the time there were all sorts of talks about that Microsoft's real goal was to the Dreamcast to be the stepping stone to their Xbox console.
Because of it's western-based design, it got a relatively good western third-party support, compared to a lackluster Japanese third-party, with the exception of Capcom which was still somewhat riding hard on the Arcades.
nosense, Dreamcast wasnt western influenced, Dreamcast is based on Naomi arcade board wich is Japanese beauty for above all else, the Western design for the Dreamcast was rejected by Sega Japan, the decided to use the japanese design instead.
Microsoft only provided Windows CE for the web browser and other online related features.
