They could stop, yes, but I think they still make good money in Japan. The latest one (the side game vs. zombies, 龍が如く OF THE END) isn't doing as well as the other titles sales-wise but it's still selling decently, from what I hear. I think Nagoshi is kinda tired of it tho'. He's already moved on to Binary Domain. I believe Kikuchi played a much larger role in the development of #4, and Nagoshi was just kinda like "Executive Producer" as a creator of the series for クロヒョウ (the PSP title) and OF THE END. Anyway, I do think we'll see more titles in the series, but I'm not 100% sure what's going on with the "next gen" of platforms. To be quite honest, I see Sony making little add-ons, adjustments, and new versions of existing hardware for a while rather than coming out with PS4.
