If so then just finish the game and do the last heist which will give u a couple of millions then use those to invest into the lester missions stock options.

there's a stock market that is just affected your world and then there's another stock market that is affected by the multiplayer world (I believe it was called BAWSAQ)

i guess ur asking if theres a shield with no recharge delay, right?

if thats the case then there probably is one there since i have a gun with infinite ammo.
and the badass ranks reduce the recharge delay in PERCENTAGES not SECONDS. eg. shield recharge delay 2 sec + badass -2%=1.8 sec recharge delay.
