I've been hearing this same old clichés from the U.S. and Israeli officials for the last decade and yet, Israel has never followed up with its threats. Why should Panetta's statement be any different?
The only reason he is stating it is the fact that he and Israeli officials has already realized that the window of opportunity to strike Iran has closed for Israel and so Israel had to resort to bluff, scare tactics in the hopes of getting my country to back down. Unfortunately for Israel, the Iranian rulers are no fools and they will not fall into Israel's trap.
Pretty sure that Saudi Arabia stated that if Israel wanted to "cut off the head of the snake that is Iran," they would give Israeli fighters clearance to pass through their airspace. th3warr1or
According to this article, I don't think Saudi Arabia would dare risk it and they better not to because if they do, their oil facilities would be set alight in the foreseeable future.

And a good job motivating the recruits to swell Iran's ranks of nuclear scientists. That being said, nuclear science figures are easily replaceable and Iran has no shortage of nuclear talent.
I really think that the Iranian goal is more subtle, to have nuclear power and to be able to stage a breakout into weapons possession if the situation warranted it. They'd have to kick out the IAEA inspectors and reconfigure their centrifuge cascades to accomplish it, however... That, or start/stop their future reactors in such a way as to create high grade PU239... again, after kicking out the IAEA inspectors... Not to mention tooling up to accomplish the task...
When you look at it from their perspective, stand in their shoes, so to speak, it makes all the sense in the world... they don't really need the bomb to gain security, but rather having the ability to create it would do very much the same thing.

What nedim100 said. If the U.S. don't want countries to acquire nuclear weapons then they should lead by example and dismantle its own stockpile of nuclear weapons. It is widely believed that the Saudis funded the Pakistan's nuclear program so it is not out of the realm of possibility that Pakistan could return the favor or maybe they already have (see couple of links below).

Speak for yourself. The Gulf states (including Saudi Arabia) and Iran don't share your view. They consider Israeli nukes as a potential threat to their national security and no amount of persuasive arguments will convince them otherwise.
