if i buy 2DS , could i play 3DS game?

i just buy the  3DS around 2 weeks and each time when i charged it in full power, i unplug it immediately, then when it got not enough power, i charge it again.

but now i suddenly couldn't charge my 3DS anymore why?   and it isn't in full power now,  i mean i already used over half of power. 

this one isn't the first one. my last two 3DS got the same problem too

did i set something wrong on the 3ds or it relate to the color of the 3DS?
