    @ThePixelOmen: From what I've heard it depends on the V-Skill. Ones like Ryu's parry and Nash's projectile grab will build it , while M.Bison's projectile return won't.

    Well they'd have to do really badly to do any worse. I don't know about the 3DS version of the last game, but I do know the Wii U version failed in levels of even basic game design.
