League isn't pay to win.

Getting runes is a time investment EVERYBODY does. Runes help quite a bit, but if you are skilled at league, then you could play without them and have no problem.

The majority of the playerbase has only 2-3 rune pages.

Now, Riot could improve on its rune system, and make it easier for new players to get itno the game, but you're making some stupid statements here.
