This has always been the case.
It's not like they have 500 million people watching everyone's internet sessions as they happen, but "they", as in your ISP, can see every site you've been to and everything you've downloaded.

Yes. People always look for excuses to rant and rage and scream about racism and make a big stink out of it to milk it for who-knows-what, most likely publicity.
You would have freaked out big time if you went to school when I did. Back then, the principle had a board of education and if he had to use it, you could be assured you would get it again when your pops got home. And yes, principles could whip a student. We didn't have all these touchy feely BS rules like we do now.

I agree. These days, parents get all up-in-arms because the mean evil teacher punished their child for hampering the learning of everyone else's kid. But no, they don't care about that. Their little princess was punished! Oh noes! Tape on the mouth!? You horrible monster!
A few people in this thread are acting holier-than-thou. Firmly believing that the teacher should have used their usual methods of sending the student out or suspending them, or sending them to the principal. Seriously? I don't think any of you have seen schools these days, and shouldn't be able to form any sort of opinion until you do. I got done with it not too many years ago, and even then, none of those methods worked. They laughed and got popular when they were thrown out of the classroom, and thus strived to do it over and over again. Suspension? They looked at is as a vacation. Detention? A badge of honor. The principal? Made fun of and not taken seriously.
They had absolutely no respect for the teachers. Teacher turns their back? The whole class starts snickering and continuing what they were doing before. Being too loud and the teacher asks them to be quiet? That lasts a whole few seconds before it becomes impossible to hear the teacher again, or concentrate at all for that matter.
But no, all of those methods worked perfectly fine, clearly. There is absolutely nothing wrong with the way punishments are dished out these days. Oh, did I mention they called the parents? Do you know what that led to?
The parents did not discipline their child. Instead, they went off on the school for daring to suggest that their perfect little offspring was in the wrong.
