Sega doesn't put much effort into the blue hedgehog. In the days when they actually made consoles, they had to put some effort and not make a crap of a game. They had to make it as good as they could, because they actually had fierce competition from Nintendo and soon, Sony.
But soon after the fall of the dreamcast, Sonic turned into a cashcow. Sega needed money, and with their hands on such a former AAA franchise, they realized they could milk it.
It started with the ports of SA2:B, which barely changed anything, and the DX version, which included some sonic gamegear games and a crappy and boring mission mode since everything else was intact(yes, it had better FPS and slightly improved visauls)
So Sega forced Sonic team to develop Sonic games with low budgets, cruel deadlines, and the most unoriginal gimmicks ever to cash cow this once great franchise.
Soon, Sonic team basically got tired of the series. Sega didn't give a ****, they just hired new employees to replace the old ones who were tired of seeing their blue hedehog being mutiliated as a cash cow.
Truth be told; Sonic team isn't too motivated for a Sonic game and Sega only wants cash, and that can be done without making a quality game.
This isn't just for the Sonic franchise, look at total war. They forced Creative Assembly to release Empire in it's beta form where glitches are abundunt, crashes, no dual/quad core support in such a CPU hungry game.
