How do I solve puzzle61 Professor Layton & the miracle Mask?

The hints & other players responses show that you should have a '3' on the top row of the puzzle, on my game I have '111' on the top row & when flipped it shows '222' there is no '3' on my top row. I have tried for a long time to get the puzzle solved but without a 3 on the top row I don't see how I can do it. Has anyone else had this problem or come across it when playing. Any help would be appreciated as until this puzzle is solved I can't continue with the game.

Sorry must not be explaining myself correctly. I don't have a '3' on the top row, I only have '111' or '222' so can't have a top row of 321, this is my problem. Has anyone else had this problem & if so how did you resolve it?

Top row is 312, second row 123, bottom row 231.

Dude, you can flip all of the tiles. You need to have three tiles set to 3, three to 2, and three to 1, and have it set to the configuration I gave you. If that still doesn't work for you, you either gave the wrong puzzle number and are talking about something very different, or you're putting it in very wrong. I verified the answer straight from the puzzle index in the game.
