Surf on Gyarados is better then waterfall

So I was trying to figure out which would be better for my Gyarados, I figured it would be waterfall because its a physical attack, but when I went to test it surf did more damage.
I was using Bertha's Rhyperior to test it so I saved it, got to Rhyperior and used waterfall, it took him down to yellow. So I SR it, get back to Rhyperior, use surf, and it knocks it out in one hit.
So there you have it, surf is better then waterfall on gyarados.

that could be because of perior's base 140 Def and base 40 (iirc) SpD >_>

ingame. Outgame, you EV train, IV and nature breed for higher attack. Ingame, you pretty much let fate choose your course.

It depends really on what kind of nature your Gyarados have?
Does it have adamant nature which increases attack
or
a modest nature which increase special attack
Unless you are planning to Evd train it and use it for competitive battling, it doesn't matter in game.

First off, Waterfall is usually better. There's a reason surf did more damage in your testing.
Rhyperior is not a good test subject despite being 4x weak.
Rhyperior survived the Waterfall because it has Solid Rock(Super-Effective moves do 1/3 less damage) plus very high defense. Rhyperiors are known for surviving Physical Water and Grass attacks. However, they have much lower special defense, meaning not even Solid Rock saves them from special attacks unless they just so happen to use a set I use in sandstorm teams and are nicknamed Pimperior*shot*
