How do I get the Trainer Cafe to open?

You have to go to Stark Mountain, team up with Buck and stop team galactic there. After he returns the Magma stone, return to the survival area and talk to him in front of the cafe. He'll unlock it

No problem. I had the same problem. Also, trainers you've teamed up with will be there too. If you haven't guided them to where they want to go though, they won't be unlocked until you do
