They are all special in their own ways, but you have to build your team that can take damage for your starter. For example if you picked Turtwig and evolved it into Torterra facing an ice pokemon, hopefully you should have a fire, steel, etc. pokemon.
Moving on, all of the starters are balanced in their own way. Keep this in mind: Torterra excels in attack and is O.K. in HP, Defense, and Sp. Attack growth, but lacks Sp. Defense and Speed of course. Infernape excels in attack, Sp. Attack, and Speed growth, but lacks HP, Defense, and Sp. Defense growth. Empoleon is pretty balanced; it excels in Sp. Attack and is Fairly good with HP, Attack, Defense, Sp. Defense but is poor in Speed.
To sum it all up, Torterra is more like a giant doing and taking physical damage. Infernape is your attacker in every aspect and and strike first. Empoleon is all around and can last for a long time. Because of its speed, Torterra and Empoleon can die first and Infernape won't last long in the battle.

It doesnt really matter which one you choose your rival will pick your weakness. But i suggest to pick turtwig or piplup because you would have the advantage against Roark.

Turtwig, because when he/she evolves into Torterra, he/she learns earthquake which beats both Empoleon (Steel/Water) and Infernape (Fighting/Fire)

But don't forget, infernape could use fighting moves which can be deadly to empoleon. And empoleon could learn ice beam, and that could deal 400% damage to torterra. All of the startes here are balanced.

Well, any of them could be good. In my Diamond version, I picked Piplup and he became a Water/Steel type. Normal type moves aren't very effective and Poison doesn't effect him at all. He is weak against Ground and Fighting, though. In Platinum, I chose Turtwig. Either way, they'll all good, I'm sure. It's up to you to decide.

I say piplup cause when it turns into empoleon it can beat both infernape and torterra. good moves are hydro cannon, ice beam, surf, and drill peck.

I went with chimcar because the area you start in most of the wild pokemon suck against fire attacks but that is my choice but Turtwig and Piplup would be a decent help against your first gym battle though and when you enter the mines where most of the enimes are rock types.

TURTWIG.
the final evolution, TORTERRA, had the types GRASS/GROUND. this is perfect!
You can now take out all sorts of pokemon, who wouldn't die from grass attacks.
Fire is no problem for your gras starter, one earthquake and Done.
Steel (the water starter last evo has WATER/STEEL), dies within seconds by ground attacks.
Turtwig has an advantage against both Piplup and Chimchar.
And a starter that lands an Earthquake with 150 power (100x1,5 Same Type Atk Bonus)...

I rekomend piplkup and turtwig cause empoleons blizzard is killer and like the others siad torterra killz empoleon and imferape with earthquaqe dont get chimchar fire types are crap...

i would actually say chim char is better because infernapes speed is through the roof so on the first turn infernape could have already knocked out torterra and empolean but for diomond i picked piplup pearl i picked chimchar and platinum i picked chim char but i traded it to diamond to get my other region starters.G
