If you really want it, go for it. If you soft reset 5000 times, there's a 45% that you'll have seen a shiny one by then.

Which, BTW, is NOT the same thing as saying that if you reset 4999 times after failing to get a shiny Ho-Oh, there's a 45% chance the next time.
There's no advice we can give except "good luck... you'll need it". It's completely random.

That's a bit too hardcore if me. If I find a shiny cool, if not, whatever. All thru Platinum, I only found 2. One Bidoof, and a Tangela, but the Tangela was in the Safari area, and made it away!

Be able to trade it for other nice stuff, but I don't really care about having a shiny Ho-oh. Most of what I want shiny is purely friggin random.

Depends. How much do you like seeing a Ho-Oh with a light orange body, dark orange feather tips, and a white beak and tail?
Gameplay-wise, there is no difference between being shiny and not being shiny.

The only Pokemon whose data is generated "when you talk to someone" are the roaming legendaries, because they're the only ones you can encounter in the wild more than once, so they wanted to guarantee that they'd be the same every time. Ho-Oh is not a roaming legendary.

Think of it like rolling a 8,192-sided die and having it be 1 to get a shiny. It's like that every time you encounter most Pokemon.
