arceus, kyogre.... other ubers? i think deoxys-A lacks the bulk to make it into the best pokemon. i'll talk SD extremespeed arceus over it any day

There are probably lots of other wierd cases like these that I'm forgetting. Just looking at a chart with Base Stats listed doesn't tell you everything.

Slaking (160) and Haxorus (147) are the only other two that break 140 and are not Uber. Archeops, Conkeldurr, and Darmanitan also have 140 base Attack, and there are seven other Pokemon that have upwards of 130 Attack.

If we're including items then plenty of things holding a Choice Band have way more attack than that.
