At the moment, no he is not available. But there's always a possibility of Crash appearing as DLC later on. You never know.

I doubt there will be any crash at all since he is no longer owned by Naughty Dog.

There are 20 characters in this game and maybe there will be DLC. -
Crash is not in the game at this point in time.
The rights to Crash Bandicoot is currently owned by Activision, and not Sony or its affiliates. They are likely trying to get the rights for him to appear in the game, but Sony and Activision are huge companies and negotiations are likely to be exhaustive and time consuming.
