Can players 2-4 use the character customizations in versus mode?

I can't seem to find a way to allow anyone besides player 1 to use the alternate costumes, taunts, intros, and outros. Is there any way to enable it for them? If not, why the heck not?

Players 2-4 can use the alternate costumes by selecting a character and then hitting up/down at the color select. As for taunts/intros/victory music...no. It's really stupid, but only player 1 has access to them. I'm hoping they release a patch to fix that.
