The question is, does it live up to this goal? Sims has always been about freedom and the ability to do just whatever you feel with your sims, and this time, Sims 3 has gone even farther, past the limitations of your house's doorstep. The character customization system now has even more options, by letting you customize, not just the base of your eye, or certain parts of your eye, or certain details and characteristics of your sims face that you can change to make every sim look unique in nature. Apart from that, they now have over 50 traits to choose, from which you can choose 5 for your Sim. Among these traits are things like great cook, neurotic, neat, artistic, hopeless romantic, inappropriate, and much, much more. Depending on the traits you pick, your sims will have certain perks, problems, and sometimes, action or conversation choices that other sims otherwise wouldn't. Using this system, you can mix and match to create very unique sims, and then put them with each other to see how they react to each others characteristics.
The traits you choose also give you a set of Lifetime goals to pick, as well as affect the basic wishes that your Sims will have every day. For example, if your sim chooses the "Great Cook" trait, your Sim will often want to improve their cooking skill and such.
This still isn't the biggest change brought in Sims 3. Instead, it is the introduction of the ability to freely navigate your neighborhood, without all those pesky load times. So you can just leave your house and take a jog, ride a bike, call a taxi, or ride your own car to one of the many different community places you can visit. You can also choose to walk over to your neighbors and ask to visit. In the previous Sims, there weren't a large range of community lots, even with the almost dozen number of expansion packs, but this time around, you can visit almost anything place you can imagine. Places like the park, beach, lakes, pool houses, or any Sims house are places that you can visit while controlling your Sim. Other places, like the Bistro, Book Shop, Art Museum and various other work buildings (military center, hospital, etc.), control over your Sim is unavailable while they are inside.
The Sims 3, at first, feels almost too familiar, as if the developers did not come up much past the ideas of Sims 2. It takes a long while for anyone to finally realize how well all of the small things come together seamlessly to create a living environment full of things to do, recipes to learn, fishes to catch, parties to plan, and all of the opportunities that are available for your Sim. In my review, I only touched up on the big picture, but after exploring deeply into different parts of the game, the possibilities are endless, and it all begins from the moment you create your Sim. The Sims 3 is a great addition to the franchise, and while it isnt as big of a change from Sims 1 to Sims 2, it really feels like a lot has been added onto the world, and almost everyone will find something great inside this game.

Waterlogged
Sims that drown (by getting into a pool and then having no way to get out, such as the user removing the ladder) will eventually show up as ghosts. These unhappy ghosts leave puddles of water everywhere that will eventually turn in to weeds!
