Spending even a short time with the game quells any doubt that it's anything but an excellent sequel and a first-rate strategy game in its own right.
While this game may look cute, it is in fact as sophisticated and enjoyable as the very best strategy games out there.
While it may seem overly familiar to fans of Caesar III, it offers enough variety and innovation to keep things interesting.
