You don't get extra minerals for mining the square that way.
If you build the city on top you get the road+Pasture automatically though. So you get the strategic resource.
Similiary if you capture a city on resource, you get the resource even when the city is in revolt.
So sorta depends what the resource IS and how your cities are located.
best place to build a city is on a Plains Hill near a river.

- Aug 10, 2008 10:13 am PTSugar is a mediocre resource even when improved. It winds up giving 4 Food/1 Trade, or 2 Trade if next to a river. You might actually prefer to build a city on Sugar, because then your city tile will produce 3 base food, giving you an early advantage in city growth.
I normally don't recommend building on better resources, though. The Pig is 6 food (5 on a hill), whereas you'd only get 3 from building a city on it (or 2 if it's a pig hill, giving no advantage at all). Building a city on top of a plains hill Copper or Iron can be amusing, as the city tile will produce 3 hammers, but it's probably better in the long run to get the 6 hammers from the mined tile instead. But for a weaker resource that doesn't 'unlock' until later, like Sugar, building a city on it might be wise.

if the base square gives more of one resource you get that instead.
use that knowledge to make your own decisions, but building on a river to get levees, building near the ocean to get lighthouses and harbors and Custom houses, building on hills to get defensive bonuses.
rivers being the most important in my playstyle.

As for your first city, you can put it on resources to get a little bonus, like suger +1 food or a elephant to get +1 hammer. This can give you a kickstart as it makes your first worker come out 3 turns faster on normal speed. After that i only build on resources when i can reach another couple of resources i otherwise miss, but only if it's realy a better spot.- Please wait. Quick reply will be available shortly.
