Randomly spawns outside near the huts. Blonde hair, with some green on her clothes.

Do you mean just a normal peasant woman? They should be walking about everywhere. If you are looking for one that will give you a specific quest you'll just have to talk to every peasant woman you see as I think it is randomized.
