Hitman 2: Silent Assassin Question

Help with the cheats plz?

I checked out the cheats page here on gamefaqs and it said to hit tilde to type them in, can anyone tell me why they work?

The patch for the English version to make it 1.01 enables the console.

For me they DID worked
It opens the console
then you type in the cheat
