I heard that open beta is 1/23, would that be the "release" date of the full game?
Or would there be an official release date in the future?

open beta on the 23rd is more or less the game going "live" there won't be anymore wipes or anything of that nature.

When I think of a "beta" I see it as an incomplete game. Upon release, will it be "complete"? With all Acts and whatnot.

Stop pretending that the Vita, 3DS, PS3, and Xbox 360 are JUST video game systems. They're entertainment products.

Open beta for a F2P game IS the games release... Are they allowing people to purchase stuff with real cash? Yes? Then it's released.
It's like asking "When is League of Legends ever going to be feature complete?"
Short answer: It already is.
Long answer: Never. Just like LoL, games of this nature add new content or maps on a monthly basis.
PoE probably won't be updated as often as LoL due to the smaller dev team, but waiting for the game to be "complete".... You may have a long wait on your hands.
