Beginning of game..toad behind the crystal flower?

If you are talking about the toad that got stuck/trapped behind the Fountain when the town was "un-burritoed", and the cause of the "mysterious voice calling for 'help' near the Fountain" rumor, then I have your answer!
To free that Toad:
If you have to go into Paperization Mode, you should be able to pull/peal off the fountain. Doing so will free the Toad. Don't forget to put back the fountain, but also don't forget to visit that Toad you saved! If you visit him, you should get something that will be important for "100% completion". (AKA The Sticker Museum)

Hammer, i believe, knocks it off, also, make sure you break down bush where the "Highwayshroom" is
