Panzer Dragoon Orta has some good qualities. For example, the game is beautiful to look at--the environments are detailed and colorful and the dragon's movements are fluid and organic. The world in which the game takes place is definitely unique (it even has its own language!), and the game provides lots of details about this world and its history in the form of unlockable features (basically a mini encyclopedia that you can peruse at your leisure). And the sound is pretty adequate. In fact, the theme song is quite memorable. So why didn't I get immersed in the game? Is it because it is a rail shooter? I don't know. Rails used to be fun, but there's probably a reason why they are rare anymore. But I think the real reason is the main characters themselves. The stars of the game are Orta and her dragon, neither of which I found endearing. Orta is just a taciturn, emotionally-cold, and disturbed looking young girl. And the dragon is, well..., a dragon, which to me is a menacing creature, cold-blooded, and definitely not a pet. Maybe it's just my Western sensibilities, but I didn't find myself empathizing with either character.
