i heard where are 15 character playable ...

Buggy and Mihawk are not playable characters.
None of the boss characters are as of yet, maybe in a future DLC though.

because they said 15 characters playable and we only have 13 i assume theres 2 more from DLC

And if they follow suit with DW GUNDAM 3 and not Ken's Rage we may see even more than 2 DLC characters.

Look at the second picture on the bottom that Picture frame, the last one in Mihawk so it HAS to be DLC. Dont fear dude, its coming.

why would you even wana play as buggy? the guy is there for comedic effect, maybe in future dlc's like what they did with DWG3.
