Why won't my graphics stay on DX11?

I start up the game, go to settings and change the settings from DX9 to DX10/10.1/11, but when I restart the game for the changes to take effect, I come back and the graphics are on DX9.

I was using DX11 for Deus Ex...

Start the game as administrator and that should take care of the problem. When applying an update or downloading content you should as run as admin.

How do I run as administrator from steam?

Launch steam as admin and create a desktop icon for the game, then right click, and run that as admin.
