Okay. So give me a run down of the best build for a Salarian Engineer and the best weapons (including some suitable backups, I don't have the largest selection, especially of rares).

What points to I allot to what skills, and what is the best options skill wise for the higher ranks. Thanks for any help.

Avenger X, max Decoy and energy drain. The rest dosen't really matter. Always go for weight capacity on your STG operative passive though.

6 energy drain (spec for aoe and protection)
    6 incinerate (spec for damage)
5 or 6 in decoy (definitely get the one where it damages enemies)

phalanx/carnifex is preferred, mantis is ok

6th point in decoy is overrated

i run gold frequently now with my engy, and i like the build maxed decoy, maxed drain, (and i use the extra shield buff from synthetics on the final point in drain. I dont know if others like that since the other choice i think is a dmg boost) i max out as far as possible the bottom two for wpn dmg and health and shields. i used to spec incinerate, but i found i barely used it.

and energy drain has saved my ass countless times by finding a marauder or rocket trooper or something with a shield, when i get one or two shotted and almost die. that shield refill is a life saver.
and decoy, well i cant say enough good things about it. it has saved my tail when surrounded, or simply made taking on 4 or 5 baddies easy, and when facing off against a banshee, brute, atlas etc... it is awesome bait. they will take the bait and stay on decoy 90% of the time. and i can literally sit there solo and just shoot them in peace lol.

anyways, thats my build, works pretty nice for me..
oh and i use a mattock viii, with extended barrell and piercing mod.

you are probably right lol, but i think its a mental thing. i THINK its giving me that extra shield, that makes me super shielded lol, therefore IT IS.

I find that if you're going to skimp on any of the powers, it's actually best to skimp on energy drain. Max incinerate to get the most damage output from tech combos (flame and ice alike), and max out the decoy with the exploding damage. Energy drain is nice for when you're up against shields, but it's expendable when compared to the raw usefulness of incinerate and 'sploder decoy if you're tactically- and strategically-minded.

As for weapons, if you can't grab the Avenger X, a Carnifex pistol has done me good -- maybe the Carnifex just fits my playstyle, I dunno, but that pistol is truly boss. Gotten 1st or 2nd every time I roll with my Salarian engineer with a Carnifex on silver/gold. No-zoom headshots galore... reminds me of the Deagle in SOCOM I or II online. Carn's a bit heavy, but oh well.

Arc Pistol is another good weapon alternative, despite weight.
