I cant use DLC character?

The in-game explanation is that he's still recovering from being in stasis for so long. You just need to do a few missions/sidequests first, and keep checking back with him until he tells you he's ready.

I'm having the same issue. Best guess is that players will have to complete a few priority missions before he can be selected as a squad member.

You have to complete the Palaven mission. Then you can use the DLC team member.

austmel is correct.
I did 'Priority: Eden Prime' after I had been to Palaven and I was able to use him straight away.
