How do I solve destroy reaper base on Rannoch?

I can't figure out how to use the laser guided orbital strike device to paint and mark a target.

You can only lock on when the reaper is shooting.
Wait for the reaper to start firing, run to the side a few steps to avoid the beam, aim at the eye and paint.
