Where do I go to find the heating unit stabilizers for the salarian on the citidel?

First off, check the questions because yours has already been answered.
You often get quests before you can actually visit the star system you need to scan, so do a priority quest or two, and the relevant star system will open up. Make sure to scan each system, just in case, it's pretty easy and doesn't take long

N7: Noveria Mission to conquer the Cerberus Fighter Base.

> You'll get the mission around Priority Mission Rannoch.

It's located on a console on the opposite wall in the lower room where you have to deactivate the security (look up).

If you miss it you can buy it after the mission in the specter office on the citadel on the right console (where you can buy the weapons).
