Hanar Diplomat Quest Bug?

As I understand it, the only way to do this quest is to not leave the Citadel until its completion. So when you get it, start looking for the terminals right away. Otherwise, you can't finish it. It happened to a friend of mine who did a little research and was telling me about the bug.
