30$ should i get it or not

I love the lbp series and i have heard that this game isnt the greatest. 30$ at a nearby game store. Should i get it or not?

It's not a worthy $50-60 game but...
for $30? Perhaps.
It can be a little short if you are more of a "hard-core" gamer, but it's not bad.
My biggest complaint is the rubber-band AI, which is not unheard of in other games (including Modnation Racers).
It is fun and lets you create a wide range of tracks.
My recommendation:
Sign into PSN and download the demo and give it a try ( I THINK there is a demo ( I had Beta )).

Well, if you like to create, then it's ok. But it's different from LBP. It's a karting game. If you like karting games, you might enjoy it.
