Yeah, there was a point where the game did not continue and end credits began, but is that an ending? Yes.

Did you know what happened to any of the characters? No.

Were any of the character arcs resolved? Yes.

Are there significant events that MUST transpire after Serah's death? Yes.

Did anything that you saw make any sense? I actually read so yes.

It is at all satisfying? To me , yes.

The second is also yes, we found out that Lightning turned to crystal and Serah died.

This. Even though I don't care for XIII-2 strongly, (though I like XIII)Like other people said, I NEVER understood why people whined about having to buy the ending for XIII-2. Because if you ask me, from what it revealed, it was more of a preview or sneek peek of LR:XIII.

Even if you don't like XIII-2, those people who complained about that complained for no reason but to.

    And here's another question:

Is it the end of the story?

    NOOOOOOOOOOO.

Notice there's another game? They ROBBED YOU. You were CONNED. It was a FRAUD. If you want your FFXIII-2 ending, you GOTTA PAY. This is the tax you must pay, the tithe demanded of you to get the full experience.

    WELL SCREEEEEEEEEEEEEW YOU!!!

    NO.

I WILL PAY NOTHING. NEVER. I'm mad. I'm furious. I'm nearly insane. And so should everybody else. Smash your FFXIII-2 disc. Burn down any store that DARES sell Lightning Returns! Tell the world you aren't a mark that can be abused endlessly be this nonsense! LET THE WORD BE KNOWN. THERE ARE BASIC THINGS THAT A STORYLINE REQUIRES. DEMAND MORE. You deserve more!

    Raise your standards, people.

There was an ending. Did it resolve much? No. Was it satisfying? No. Was it generally well recieved? No. Did the game end? Yes.

    ending

    end·ing
    [en-ding] Show IPA
    noun
    1.
a bringing or coming to an end; termination; close: Putting away the Christmas ornaments marked the ending of the season.
    2.
the final or concluding part; conclusion: a story with a happy ending.
    3.
    death; destruction.
    4.
Grammar . a morpheme, especially an inflection, at the end of a word, as -s in cuts.
    5.
(not in technical use) any final word part, as the -ow of widow.

Sure seems to fit. It ended, therefore it had an ending.

This... It's like saying The Hobbit: An Unexpected Journey didn't have an ending. Yes, it did have an ending, even though nothing was really resolved, Erebor wasn't taken back (or even reached yet), Smaug had just woken up at the end, and a myriad of other things were unfinished.

XIII-2 is one part of an ongoing story, but the story isn't finished. For that particular piece of the puzzle, it did end. The next chapter will pick it up.
