Online pass?

You won't be able to start House of Valor until much later in the game if you're starting a new game as it is quite far from the starting area.

House of Valor is in Alserund, Detyre which is the desert area in the game. Just check your world map and it will tell you the names of each area. The House of Valor is actually named on the world map as well.

Have you actually entered the area called House of Valor?

If you have, you should see one of those yellow exclamation marks by a job board. This starts off the House of Valor questline.

Just talk to the guy and accept the quest. You can then start the job board quests which there are loads. I have just started this myself last night so remember it well.

If you do not have the guy outside who you can talk to, to start the questline, I suggest deleting the content from your hard drive and download it again. This has worked for me in the past with other games like Fallout 3.
