An enemy's lifebar is seen only a) if you have the Scan ability learned AND equipped, and b) you have the enemy targeted.
For a good how-to, I recommend ElectroSpecter's guide.

Here are the search keys for each possibility Carbuncle009 named.

Destiny Islands: [B3]
Final World: [R2]

Which one? Is he at the tutorial, Destiny Islands, or the final world?

BTW, if it is indeed the first or second occurence, before you learn "Darkside" even, look to these questions:

Like most of these guys have said, Scan is necessary to see an enemy's HP bar. However, you don't have to lock on to them, just make sure they are at least auto-targeted (the yellow circle).
Scan only takes 1 Ability Point to equip. If you picked the staff as the weapon you keep in Dive to the Heart, you get Scan at lv. 9. For the shield, you get it at lv. 12. For the sword, lv. 15.
