How to upgrade vehicles and weapons in the black market

I have done 3 missions for the Ular and have around 60 Weapon and Vehicle Parts but I can't seem to get the option to upgrade my weapons and vehicles when I call the Black Market? I wanted to upgarde my chopper first and install guns on it, any ideas?

Click on the item you want to upgrade and click purchase or something, two options will open "Buy(?) and upgrade. Choose the latter.

Hmm, I only get the buy option? Am I too early in the game that I don't have the upgrade option yet?

It was there when i only had the option of pistols and the bike. Click on the item and there are 2 options buy and upgrade.

Ok I finally was able to upgrade however I needed to plug-in my 360 gamepad then the [A] icon (Buy) and [X] icon displayed but when I am only using the keyboard or mice, I can only buy the item, using [ENTER] button although the upgrade is there, I just dunno how which button to press?
Does anyone know keyboard button to upgrade?

Okay, forget my question. I figured it out. You need to click the weapon/vehicle with the mouse then 2 clickable boxes would highlight the buy and upgrade option. Then another mouse to choose which you prefer. ^_^

I just press "1" when I highlight the item.
Didn't rebind keys.
