This game will work just fine offline. The only way to do that is to interrupt your PSN connection (i.e. disconnect the network cable).

Just sign out of PSN before or during the game. This will enable you to play offline.

You can play offline but the best way to play this game is online

I had to play offline to get the bridge trophy, so I just signed out of the PSN. As long as you're signed out, no-one can join you.

I'm not 100% sure, but I think if you go back to the start menu mid-play and hit Square (Terms of Use) then decline it, then it moves you back into offline mode. Do the same thing and accept to get back into online mode.
