Cyborg is in, Robin is a given and Raven has been rumored pretty heavily, so which if the remaining starters would you choose?

Robin isn't a given. Unless you're referring to Nightwing.
However if you're referring to his logo being on the comic, it's just for that. Not the actual game. Boon or somebody else at NRS even said this IIRC.

I meant that TT Robin wouldn't take any priority over what they do with any other Robin.

Technically Robin IS in. Except he's Nightwing. I don't think Tim Drake and definitely not Damian Wayne will make the cut.
As for my personal choice, I'd take Starfire.

Dick Grayson Robin in TT? Yes. I just misunderstood what the TC meant.
Sorry, I just keep coming across people asking for Robin(Tim Drake or Damian Wayne) even with Nightwing confirmed or assuming that he's in because of the comic.

I'd prefer Garth as Tempest or other titans like the traditional Hawk and Dove with Don and Hank. Also wouldn't mind other titans like Zatara, Kid Devil and Blue Beetle

We already have Nightwing, we don't need Robin. At most, you can just give Nightwing a Robin skin, since he WAS the original Robin anyway, and he WAS the one that was the leader of the Teen Titans.
