Problems with kinetic pulse power

Hi everyone. I hope someone here can help me. In the burning wells mission where you cap the burning wells using kinetic pulse to lift the cap, I cannot get the kinetic pulse to work. I have made sure that it is selected under options, bur when I press R2 Cole just kind of tries to do it but can't. I have energy but can't figure out what is going on. It has worked fine up until this point.
