where to find Unlikely Allies Evil counter part (possible partial spoilers)?

Okay my question is pretty simple once you get to the second island there is a hero karma quest called unlikely allies and i have since done everything in that half of the island and still no evil counterpart to this quest. I was wondering if i had made a choice at some point in a mission that has canceled out the evil mission someone. I have been totally completely evil except i did heal those rebels in the mission where you meet up with the rebel leader.

This is a guess but it might not have a counter part because I am in the same situation and I cant seem to find it anywhere.

It's on the edge of the shaded area on the right side of flood town.

There is an evil side mission counterpart, however they are not right next to each other like normal. Just play through all the evil missions you see and you will get control of the area the good mission is in if you do the right one.

It is currently not open, either because of a prereq mission or the fact that it is in a powered down area

If I remember correctly, Nix is, at that time, "bonding" with the corrupt in the swamp. You havta play through the story a bit more to unlock the evil missions from this point.
