User Rating: 3.5 | Hearts of Iron III: Semper Fi PC
Despite advertised improvements, Semper Fi is no better than HOI3. In fact, it's worse. Here's why:
- The feature that displays lines that show a unit's command hierarchy doesn't work.
- There is no way for CAGs to gain organization. No naval air techs increase CAG organization. This has a huge negative impact on USA and Great Britain, who rely on their navies. I assume this is a bug. (Nice playtesting, Paradox.)
- There appears to be a bug in the way naval battles work. Large, powerful fleets (multi-carrier) ostensibly "win" battles, yet the fleet loses numerous ships and the enemy fleet loses none, or one.
- The naval 'intercept' mission STILL doesn't work. Fleets with this mission will intercept once, then return to port and never leave until manually reset.
- You can't create or delete theaters manually, despite the manual suggesting that you can.
- The manual that comes with the game is poor. It doesn't mention many of the new features of the game. For example, It says nothing about units not being able to move into (or out of) territories with infrastructure of 10%.
- The AI still doesn't position air wings very well. An air wing assigned to an army in Italy was repositioned to the Phillipines.

On the plus side, land combat seems to work slightly better, and the land combat AI is slightly better for computer-controlled units. Overall I feel I wasted my money and I won't be playing this again until they release a patch that fixes these problems.
