Is the Arbiter in Halo CE?

Is the Arbiter from Halo 3 in the first halo game?

The Arbiter, or the Commander of the Covenant, is nonexistant in Halo CE. The player gets little, if any insight to the way the covenant works.

    He is not in the game itself, but I believe that he is the commander of the covenant forces in the game.

    According to the plot he is (as Hobospartan said, he's the Covenant commander on Halo), but he doesn't make an appearance until the beginning of Halo 2.

    No he is not in halo ce he is only in halo 2 n 3

    No, he's only in Halo 2 and 3. I don't think the idea for the Arbiter was fully developed until Halo 2.
