how do you play multiplayer Halo CE on the 360 without doing a campaign?

The lock symbol does not matter (that symbol means it is a fixed gametype that you can't edit it in "Edit Gametypes". You CAN still select the gametype to play it after going through Split Screen).
So go ahead and select it after going through. If it doesn't load when you select it, you might have chosen "System Link" back on the Multiplayer Menu by accident. You're supposed to select Split-Screen when playing on one Xbox. I'm thinking this might have been the problem because you said in the question that you didn't choose split-screen.
If that wasn't the problem, then it probably means there's a problem with the disc or with your Xbox 360, as there are known glitches and issues when some people try to play Halo on the 360 instead of an original Xbox. It's not known if these will be fixed in the future. Personally my 360 works fine with Halo, but I've heard from others that their's does not.
