Halo ODST: Is it really a complete game - or rather a well finished expansion?

Halo 3: ODST also known as Halo 3:Recon, is a first person shooter developed by Bungie and published by Microsoft. The game goes away from the familiar setting of the Halo series, as players are introduced to a new character and a new setting. For many, Halo ODST was the connection between the end of the Halo original series (Halo 1, 2, and 3), and the new characters and settings introduced in Halo: Reach. Herein lies the problem in ODST – a game that does not exactly feel as a definitive finished and well polished game, but rather as an "expansion pack" or extra content, that could have perfectly fitted as an expansion or side-campaign of Reach or Halo 3. Alas, it may happen that many players will be left wondering if the game is just a rather long, linear mission (as objectives require players to investigate similar settings in a sort of open world environment), or a complete campaign. In conclusion, Halo:ODST feels more of a game that serves the purpose of introducing players into an unfamiliar setting, to which they will be more accustomed with the arrival of Halo Reach. The introduction of the new Firefight mode is a plus, but once again feels incomplete and lacks depth, all of the things halo ODST lacks, are introduced later in Halo Reach. So the final question is then, is it really worth it to spend 60 bucks on ODST as if it were a completely new game?
