Only as a part of the story you "loosely date" Catalina. But since she is so crazy, does it really even count?
In terms of can you actively date her like the other girl-friends you can acquire? Sorry to say, NO. Once the story arc with including her and the original GTA 3 silent-protagonist is concluded she's gone for good.....save for a few random cell phone calls she will make from time to time.
