Help with 'Under Surveillance'?

    I've been trying to complete this mission and I can't and it's pissing me off. Basically, after I snipe most of the guys off, one of them is left and I can't snipe him because he's out view, meaning that I can't see him at any angle because he's sort of in the center of the ledge or something so I can't see him. Any help?

    The guys on the building? I just ran up the casino stairs to the roof, I had no problem sniping all of them from there
