Usually we can look at a game and know whether it's more technically impressive or more artistically impressive. But this year's winner for Best Graphics (Technical) on GameCube did the near-impossible task of merging the game's artistic elements with its technology to bring you a gorgeous gameworld that's so subtly designed that it at times makes you forget that it's part of a video game. You're never taken out of the experience of the game's huge, seamless world due to how Metroid Prime masterfully hides its loading times.
