I'd say its relative to what you like to do i.e. flying, race, shooting, etc. Personally i prefer BF3 multiplayer over all others because I enjoy the gameplay and the setup and matchmaking.
I was gonna say Gears of War 3 until I read the 'FPS' part. I'd say Halo: Reach's online multiplayer was pretty good, and BF3 has some AMAZING multiplayer and game modes. Overall, therefore, I'd say BF3.
I found Monday Night Combat was a brilliant online shooter. It's such a pity that they didn't manage to balance out the teams right, or make some kind of lobby. Other than that, I'm pretty sure Halo 4 will be a great experience.
If you don't wanna pay full prize, try Crysis 2, which is available on demand for just $20. It has a rather interesting approach to multiplayer shooting, where you can gain XP during battles and use them to improve on your custom-built class, and it's a great game on its own.
Right now, the best multiplayer game on the Xbox that still has a very large community is the first Black Ops. Cant say Halo 4 or Black Ops 2 because their not out yet.
